As part of the Government’s commitment to greater transparency the National Archives have developed the Open Government Licence (OGL) and the UK Government Licensing Framework. This enables and encourages the free use of government information covered by Crown copyright and database rights. All government departments and agencies are required to amend and update the copyright statements on their websites and in their publications to indicate that information can be used and re-used under the Open Government Licence.
The vast majority of Becta materials have been made available under the new Open Government Licence. This includes published and unpublished materials, whether under previous brands (current CET, MESU, NCET) Becta brands, or Crown Copyright.
As a Government Agency, Becta’s Intellectual Property (IP) is covered by this licence. There will be exceptions on video and photography, which can only be re-used if it is maintained in its original state and used for its original purpose. There are also exceptions on the technical infrastructure of our web based systems, where Becta still retains Intellectual Property Rights.
The licence is similar to a Creative Commons attribution licence and a key point of the OGL is that it allows commercial exploitation. (See http://www.nationalarchives.gov.uk/doc/open-government-licence/).
As a result, in all but a very small number of cases, Becta intellectual property and materials can be used by anybody under this non-exclusive licence. This means that they will be open for wider, free use, and potentially add greater value. The exceptions are BJET and material being transferred to the Departments of Education and Business, Innovation and Skills.
Any third party re-using or re-purposing any Becta material under the Open Government Licence must follow the guidance below, including the provision, where appropriate of the relevant statements and attributions.

If you have print or digital copies of Becta materials for reproduction, the existing Becta rights statement is superseded by the Open Government Licence.

2. Hosting Becta material or material derived from Becta intellectual property under the Open Government licence
All material and information developed by Becta (or its predecessor organisations CET, MESU, NCET, etc.) which is provided under the Open Government Licence and is to be made available in an online system, whether internal or public must comply with the following requirements for notification of the licence arrangements.
Where any original material is provided under the OGL:
- Every location (e.g. webpage) where Becta material is hosted must carry either the full OGL copyright and link text (see below) or use an appropriate text link (e.g. Becta material made available under the Open Government Licence) to a central area/location with full the OGL copyright and link text;
- Any video provided to play online which can be downloaded MUST in addition have the following text clearly displayed. This MUST be placed near to the video icon/setting, not at the bottom of the page or on a central rights/explanation page.
Video can only be re-used if it is maintained in its original state and used for its original purpose.
Where any Becta material provided under the OGL has been adapted or developed:
- The derived material should carry the following attribution:

- In the case of derived works the attribution above should include a link from the words Open Government Licence to a central location/page with the OGL copyright and link text;
